union learning fund The Northern Ireland Union Learning Fund (NIULF) was established in NI in late 2002 to develop and expand the trade union movement’s capacity to be a catalyst for lifelong learning. The fund aimed to use the strengths and connections within the unions to attract more adults back into learning. The NIULF included a drive to cater for the needs of workers with unmet literacy needs. The sum of £250,000 per year has been set aside for the three year period starting in 2002 to encourage union-led partnership learning projects. Round one of the fund provided funding for six pilot projects, three of which were concerned with the delivery of essential skills in the workplace. A NIC ICTU-led project established a network of up to 40 Union Learning Representatives who will play a key role in encouraging employees to engage in learning and in particular to improve their Essential Skills in literacy and numeracy. Future of the Union Learning FundSecretary of Ste Peter Hain announced in March 2006 that the ULF is to be given resources for a further two years covering the period 06/07 and 07/08. Trade unions currently leading projects will receive further funding subject to satisfying cenrtain conditions.
